Of course, the diplomat garners favor so he would make sure to wish the lady a happy birthday, despite "not knowing" which year she was born. Frost is an American poet who was the first person to receive four Pulitzer Prizes for poetry.

In 1961, he was named Poet Laureate of Vermont.

The irony of the quote is that, of course, Clarke is paradoxically claiming that he doesn't believe in astrology due to a trait he allegedly inherited due to his astrological sign. Clarke was an English science fiction writer and futurist that co-wrote "2001: A Space Odyssey", one of the most influential science fiction films of all time.
