Answer: I-64

I-64 runs from the Tidewater area of Virginia west to St. Louis...I-26 originally ended in Asheville, after carrying traffic from Charleston, Columbia and Spartanburg (all in South Carolina), but has been extended northward and now ends in eastern Tennessee. I-85 runs for over 200 miles through the state, connecting Charlotte, Greensboro, and Durham. And I-95 runs through the eastern side of the state, with Fayetteville and Rocky Mount along the route.
2. Which of the following interstate highways was completed in North Carolina in the early 1990s?

Answer: I-40

For a number of years, I-40 was missing a link between Hillsborough in Orange County and the Research Triangle Park, between Durham and Wake counties. This 20-mile link was completed in the early 1990s, allowing I-40 to run concurrently with I-85 from Hillsborough to Greensboro.

A second link, from Raleigh to Wilmington, was completed later in the decade. I-40 runs for over 2,200 miles from Wilmington to Barstow, California.

That doesn't include the Tom Bradshaw Freeway (I-40), which is the southern segment of Raleigh's beltway.

In 1997, I-440 became the first American circumferential to officially use "Inner" and "Outer" as directional designators.
