In this movie, Keanu Reeves plays an undercover cop trying to get a handle on a rampant drug problem in Orange County, California, caused by a drug named Substance D. Interpolated Rotoscoping is performed by filming the intended action and then tracing over what was recorded frame by frame. The dark outlines and shadings give the effect of a life-like animated movie.
