The "City of New Orleans" was an Illinois Central Railroad train, and the whole lyric concerns the experience of taking a trip on that train. The song was written by Steve Goodman in 1970. The song has been covered by many other artists, including Willie Nelson and Judy Collins. Arlo Guthrie is the son of famed American folksinger Woody Guthrie.
