Lance retired after winning the 2005 Tour de France. On September 9, 2008, Lance announced that he was coming out of retirement. Lance rode for Astana in the 2009 Tour Down Under.

Answer: Olivier Kaisen

Olivier and Andoni started the breakaway in the stage. Being the first person to cross the intermediate sprint gives you a bonus of three seconds, going across second gives you a bonus of two seconds, and crossing third gives you a bonus of one second. Andoni won both of the climbs for the day, giving him the lead in the King of the Mountains competition. Andoni rode for Euskaltel-Euskadi. Olivier would gain the lead in the points classification. Olivier rode for Silence-Lotto. André Greipel won the stage, thus giving him the overall lead. André rode for Columbia-High Road.
