The full formula for a quarterback's rating is quite complex with ranges between 0 and 158.3 possible. In order for a player to have a perfect 158.3 passer rating for an entire season he would have to have at a minimum 77.5% completion percentage, 12.5 average yards per pass attempt, 11.875% of passes thrown resulting in a touchdown, and no interceptions. For season ratings quarterbacks must have at least 100 attempts and for individual games at least 10 attempts.

Steve Young was especially prolific in regard to passer rating as he led the league in the statistic six different seasons.

Buck's perfect passer rating game was on October 17, 1993 against the Pittsburgh Steelers in a 37-14 loss in which Buck was not the starting quarterback.

Not to discount either player's performance, but sometimes when a game is a blowout the winning team's defense will allow opposing quarterbacks better statistics than when the game is close.
