Answer: Her husband had sold government secrets.

Kate Morgan had been investigated, and it was determined that she wasn't involved in her husband's activities. But the fact that she had been unaware of his actions did not reflect well on her so she was being reassigned. She was packing her desk while the operation was being conducted, but she still kept an eye on it, even though her replacement, Erik Ritter, did his best to keep her out of it.

Although Kate Morgan wasn't involved in the operation, she was watching it unfold and immediately questioned Jack Bauer's decision to run out of the building towards the riverbank rather than go to the roof from where he could escape to several other buildings.

When Bauer was brought in for interrogation, her boss Steve Navarro couldn't get any reaction from Bauer, but then Morgan snuck into the interrogation room and got a reaction when she asked him if he had allowed himself to be captured to help someone. Navarro still didn't listen to Morgan and ordered her to leave immediately rather than at the end of the week as was originally planned. Later Morgan discovered that the intercepted message that tipped off the CIA to Bauer's location was actually sent just a short distance from where they found him.

Chloe O'Brian had joined up with an underground organization that hacked into government databases and distributed classified documents (a la "WikiLeaks"). She was being interrogated by the "Special Activities" section of the CIA, which used techniques that Jack Bauer himself had used, as was pointed out by the agent who was working on O'Brian. Bauer was able to break O'Brian out of the facility with the assistance of Belcheck, a man whom O'Brian later identifies by his tattoos as a member of a Serbian mob.

We first met James Heller (portrayed by William Devane) back on Day 4, when he was serving as the Secretary of Defense. Now "President Heller", he was in London to sign an extension on a military base in the U.K. which was used for drones. It was a controversial treaty, based on the protesters who followed Heller as he traveled through London.

Lt. Chris Tanner was based in the U.K. but was providing air support for a military convoy in Afghanistan when he lost control of the weaponry, resulting in the deaths of two American and two British troops. One of the troops was Major Shepherd, who had just revoked Tanner's weekend passes for dereliction of duty. An investigation found no evidence of malfunction, and when it was discovered that Tanner had posted disparaging comments about Shepherd prior to the attack, Tanner was taken into custody. Tanner denied having posted the comments and maintained that he wasn't controlling the weaponry at the time of the attack.

It was Derrick Yates who had taken control of the drone operated by Lt. Chris Tanner and used it to bomb the military convoy. He had done so as a test run on his device. He then planned to sell it and leave for Greenland with his girlfriend.

When he went to the restroom, his girlfriend followed him in and stabbed him to death.

As she left the pub, she disposed of her wig and her Slavic accent, and she phoned the buyer, Margot, who apparently was her mother.

A few seconds later, Basher was lying on the ground with a slashed neck and the rest of his team lying around him.
