The Hollywood Foreign Press Association was originally formed by foreign journalists in the USA, who were covering the entertainment industry during World War II. By combining resources, they were able to help each other get reports through to their respective countries.

The need for this continued co-operation was recognised in the formation of the Association in 1943. Only five categories were considered in the first year. They were Best Motion Picture, Best Actor and Actress, and Best Supporting Actor and Actress. Each winner received a scroll, and "Song of Bernadette" received top movie honours.

In 1944 Joan Bennett's gardener was indeed asked to supply flowers for the tables at the Beverly Hills Hotel. Despite the lack of funds, the awards were on their way.
