Mike Franks was Agent Gibbs' first partner at NCIS. Franks spent his time in Mexico after his retirement. Every once in a while, a case would come up which would require Mike Franks' help, and when it was over, Franks would go back to his beach house in Mexico.

During the episode "Blowback," Gibbs and Director Shepard are discussing his rules.

Rule number one is based on Gibbs' history as a Marine. Marines are loyal to their partners and units, hence the Marine term "semper fidelis" (always faithful). After his Marine days, he keeps the Marine attitude in his work at NCIS, including the most important of all, always stick with your partner.

"Rule 69, never trust a woman who doesn't trust her man." He never trusted her, because she never trusted him.
