Answer: The Frog

La Grenouille literally translates to 'frog' in French. Gibbs liked to tease Jenny by calling him the Frog, knowing that she didn't like it, and saying 'ribbit'.

Answer: Jeanne

Jeanne Benoit is doing her residency at a DC hospital. While Gibbs was gone on his "margarita safari" (Jenny's words), she asked Tony to go on a deep undercover operation to get close to Jeanne and thereby target La Grenouille.

Answer: She believed he murdered her father

Jenny ran the La Grenouille investigation essentially 'off books' as part of Director's prerogative. Her father, Jasper, who worked on arms control verification had been under investigation for taking bribes, specifically for taking a bribe from La Grenouille. Jenny believed La Grenouille killed her father for not taking the bribe. La Grenouille believed Jasper killed himself.

My theory is that Jasper really was working with the CIA in trying to get La Grenouille to be a source, so he took the bribe from La Grenouille. But when the Army began an investigation into Jasper, he threatened to blow the cover off the operation so Trent killed Jasper (or had him killed) in order to keep running La Grenouille. Therefore, both Jenny (believing her father wouldn't have taken a bribe) and La Grenouille (believing Jasper did take the money offered to him) were correct.

Answer: Ares

The NCIS team learned Ares was for sale and La Grenouille was the highest bidder. The team then uses Ducky to bring Ares to La Grenouille - in Quebec. Jenny arranged for the team to go to Canada and carry out their op, although Jenny was going to try to have La Grenouille killed, not arrested as the rest of the team believed.

At the last minute, however, Jenny calls off the hit and lets La Grenouille leave. She had gotten a phone call that La Grenouille was a CIA source.

Answer: Claimed he'd get a ticket if he didn't move his car

Jeanne, who had to return to the hospital anyway to sign a death certificate, claimed that they would ticket Tony for sure. While Jeanne is in the hospital signing the paperwork, Tony goes to his car to move it (and get away), but La Grenouille intervenes and gets Tony back into the limo.

Answer: The bomb was meant for him

Tony confesses to Jenny and Gibbs when he's being debriefed that La Grenouille initially thought the bomb was meant for him. The NCIS team thinks the bomb was really meant for him and Jeanne as a way to send a message to La Grenouille.

My theory is Trent placed the bomb. NCIS determined the bomb was of the same configuration used in several other locations throughout the world - all killing arms dealers. It could have been Trent's way of sending a message to La Grenouille.

Answer: He refused to carry a weapon

All of the arms dealers had code names - La Grenouille, Goliath (the guy who alerted NCIS to the Ares deal), Black Rose (who used the name of a 16th century Irish pirate)... But only La Grenouille refused to carry a weapon.

Answer: You're signing my death warrant.

After Tony's car blew up, he went to Jenny for protection. He called Jenny while she was getting home and was already in her study. Jenny, still believing La Grenouille murdered her father, wanted no part in helping him and took her gun out of the drawer. Gibbs ended up in the doorway and told Jenny the gun wasn't loaded, so she shoved the gun in his chest while he declared that she was signing his death warrant.

Answer: Tony

When the FBI comes to investigate La Grenouille's death (he was found floating in the Potomac), the NCIS team believes the FBI is trying to prove Jenny killed La Grenouille. Gibbs gets the team together in his basement: McGee uses Gibbs' old computer to hack into the FBI to read their case file, Ducky convinces his ME friend to hand over La Grenouille's autopsy information, Ziva slashes the FBI agents' tires, and Abby keeps Fornell and Vance (who came to take over Jenny's job while she was relieved of her position during the investigation) busy in interrogation.

Reading through the FBI files, Gibbs realizes that the FBI's source is Jeanne Benoit. When Jenny figures out who the witness is, she insists in interrogating Jeanne herself and gets Jeanne to admit that she couldn't have seen Tony at a distance at night at her father's yacht and that she was only lying because she felt guilty that her father had died.

One thing to note in this episode: Gibbs realizes La Grenouille had the same mark on his hand in the autopsy reports that Jasper Shepard's had, implying the same person murdered the two. It looks like the producers were trying to imply Trent murdered both Jasper Shepard and La Grenouille as Trent obviously lied to Fornell and Vance that La Grenouille's death was sanctioned by the CIA.

Answer: Jenny

"NCIS" never really did give out all the details of the La Grenouille plot line in a nice package wrapped with a bow, leaving the audience to analyze the data themselves to determine what really happened.

In "Judgment Day" (the episode where Jenny dies), Jethro receives the FBI files from Fornell on La Grenouille's death. While going through the files, he notices the bullet used to kill La Grenouille had a mark on it that Abby says was a defect in the clip the bullet came in. When Gibbs looks at the clip for his own gun, he realizes his clip has the defect that made the mark. We then see flashbacks to the episode "Bury Your Dead" where La Grenouille goes to Jenny for protection and she gives him the gun (without the clip, as La Grenouille had taken it to give him time to talk to Jenny). But contradicting Jenny's assertion to Vance and Fornell that La Grenouille took her gun, La Grenouille had in fact left it on her desk - which Gibbs knew. The next flashback is Jenny returning Gibb's clip - implying he had given it to her, she killed La Grenouille with her gun and his clip, threw her gun in the Potomac and returned Gibbs' clip to him.
