Throughout the episode, Padgett could be seen at his typewriter. The tapping of the keys could also be heard through the vent in Mulder's apartment.

Answer: elevator in Mulder's building

Scully was on her way to see Mulder, and Padgett was in the elevator on his way up from the incinerator. He noticed her lips and eyes and didn't try to hide his appreciation for her. He later revealed that he'd noticed her before, when he lived in her neighborhood, and had moved to Mulder's building intentionally.
