1. Dekker has been recommended for one role by Omeda Studios. What role is this?

Answer: Support

In particular, Omeda Studios has appeared highly opposed to the idea of Dekker being used anywhere else; her damage output has been continually nerfed, as players were finding success with her in the Midlane role.

The reason Omeda Studios likely doesn't want Dekker seeing use in other roles is that she is filled to the brim with traps and crowd control. A character who could do good damage and stun/slow enemies simultaneously would be overpowered.

2. Dekker's stats are all rather bad, except for one which is surprisingly decent for her role. What is Dekker's highest stat?

Answer: Mobility

Uniquely, Dekker has Rocket Boots. This gives her a double jump that no other Support in the game has, explaining her unusually high 5 for Mobility.

Answer: Using an Ability

By casting an Ability, even if it does absolutely nothing, Dekker's Rocket Boots cooldown will be decreased by three seconds.

For reference, ranged characters have a Basic Attack range of 1400 units, meaning that Dekker will get the Stasis Bomb range benefit up to around two and a half times the Basic Attack range.

The Slow doesn't last very long, but it lasts long enough for Dekker's allied Carry to catch up to the threat if they don't have a tower immediately behind them.

This is a great tool for Dekker to use to enable her Carry to have brief free reign against a trapped target. It's also quite useful in team battles, as well as for helping teammates or Dekker herself flee from dangerous enemies by briefly halting the assailant.

Enemies hit by the shockwave will be Slowed, while anyone directly hit by the impact will be stunned. It would be a good idea to first put up Containment Fence around soon to be targets, making it much easier to directly hit them with Ion Strike.

Answer: Movement Speed Buff

The speed boost is a 30% Decaying buff, meaning that it starts at 30% and gradually decays until it hits 0. Dekker's Rocket Boots go on a twenty-second cooldown with each use, reduced by three seconds every time she casts an Ability. Therefore, if looking to use Momentum Boost, it would be smart to invest in items that provide Ability Haste.

9. Ionic Surge is Dekker's second Hero Augment option. It provides a couple of buffs to Ion Strike. What is one of them?

Answer: Stun Radius Increase

It takes what appears to be a small purple beach ball of energy, and makes it 30% bigger. It also applies an Armor Shred for a few seconds, letting it serve as a powerful combo tool.

Answer: Cooldown Reduction

While a flat damage increase and cooldown reduction, flat buffs, may make this Augment seem appealing, it is simply Dekker's least effective Hero Augment by a considerable margin. Dekker is only recommended as a Support by Omeda Studios; she could be played anywhere in theory, but her damage output is very low and she scales poorly in both Basic Attack and Ability Attack Power. Because of this, a 30% damage buff is really not appreciated very much.
