The portrait is the one that announces the Minister of Magic's arrival. He is described as "a froglike little man wearing a silver wig". The Prime Minister has tried everything possible to remove the portrait from the wall but to no avail. Rufus Scrimgeour is the person described as resembling a lion.

Answer: Gillywater

The drink is, of course, spiked with a love potion as she is trying to get Harry to take her to Professor Slughorn's party.
