It was actually Tommy who breaks up with Laurel because he thinks she and Oliver belong together and that Oliver is still in love with her. Laurel did not want to break up, but Tommy forces the decision because he knows that Laurel is infatuated with the Arrow and understands that if she ever finds out that Oliver is the Arrow, she would probably leave Tommy anyway. Tommy can't stay with her knowing that he will always be Laurel's second choice, so he chooses to end it before things get more complicated.

In order to not let Laurel know all this, Tommy simply tells her that he's not ready to be in a committed relationship with her and is moving out.
