The Sanctuary was located in an old, abandoned factory likely situated somewhere in Virginia. The Sanctuary became the operational base for the Saviors, and its location was kept secret from Rick's group for some time. The Saviors organization was first introduced in season 6 of "The Walking Dead," and they served as the primary adversaries to Rick's group throughout seasons 7 and 8.

Answer: false

Negan was the leader of the Saviors and in charge of the Sanctuary. However, he also had several lieutenants who ran outposts of small camps outside the Sanctuary, including Simon and Paula.

They also managed a certain amount of self-sustaining with gardens and chickens. Dwight was shown watching TV in the Sanctuary and Eugene played video games there, so it was clear they had power.

Dwight is shown playing air hockey with Laura, another Lieutenant of the Saviors, in "The Cell." The Sanctuary had numerous vehicles, including motorcycles and trucks. The Satellite Outpost (located by an old satellite in a communication facility) is used to extort the Hilltop. The Alexandrians kill several Saviors in their sleep there, only to learn the group is much bigger than they imagined, that the Satellite is not their main camp, and that Negan is not at the outpost.

The Chemical Plant Outpost is led by Gavin, situated near the Kingdom, and used to extort that community.

The Bullet Factory Outpost is located in an old machine shop and is lead by Eugene Porter after he pledges his fidelity to the Saviors. There, Eugene oversees the manufacture of bullets.

The Saviors also have an outpost in an old slaughterhouse, where Maggie and Carol are kept temporarily captive and end up slaughtering Negan's lieutenant Paula and other Saviors to escape. Another outpost, led by Regina, is located in the Shepherd Office Plaza. That's where Daryl and Rick encounter Morales and discover the baby Grace, who becomes Aaron's daughter.

The Sanctuary makes its first appearance in season 7, episode 3, "The Cell," after Daryl has been taken and imprisoned in a cell. Those Saviors that remained integrated into the other communities.

Answer: false

Negan revisits the Sanctuary in season 9, episode 9, "Adaptation." But later, in Season 9, episode 16, "The Storm," the group of Kingdom refugees, led by Ezekiel, Michonne, Daryl, and Carol, go to seek sanctuary in the Sanctuary in the midst of the storm. They find it to be run down, decide they can't continue to wait out the storm there (lest they run out of supplies) and press on.
