Victor killed Niko. He edited the security footage to make it appear that no one came back in. He turned on the coil and electrocuted Niko while he was working.

Victor believed that until the case was solved, people would always try and figure out who killed Niko.

Victor was the one who asked for a reference for Nancy Drew. He wanted to find a detective who would assume Ryan was guilty. Because of Deidre's hate for Nancy, she made her look very unqualified to be a detective, and thus, Victor thought he had found the perfect candidate for the job.

Unfortunately for Victor, Deidre proved Ryan's innocence, and Nancy discovered who really did it. Ironically, if Victor had just done nothing, he may not have been caught.

Victor's exact motive for killing Niko is not mentioned in the game.
