Answer: Mankey

Mankey is first available to catch on Route 22, just west of Viridian City, which the player returns to on the way to the Pokémon League towards the end of the storyline. Machop first becomes available for capture in Rock Tunnel. Poliwrath, who actually is a Fighting-type Pokémon as well as a Water-type Pokémon, cannot be caught in the wild, but it's pre-evolved forms Poliwag and Poliwhirl can, in various water areas.
6. Before obtaining the National Pokédex and the ability to catch Pokémon introduced in Generations II and III, what is the only available pure Grass-type Pokémon?

Chikorita, although a pure Grass-type Pokémon, cannot be caught before obtaining the National Pokédex.
