1. Strange character, a blue mouse with no tail

Answer: Winslow T Oddfellow

Aside from Cat and Dog, Winslow is the next most important character in the series. He lives in a hole in the wall of CatDog's house, found the brothers when they were babies and has taken care of them ever since... though he does regularly bully them, tease them and play tricks on them. That may be because he comes from a long line of harassing mice.

A sarcastic little mouse, he is afraid of Cat because Cat tried to eat him once, but he gets on a lot better with Dog though. Despite his taunting nature, he does have a good heart about him and he often acts as the conscience for CatDog and his favourite saying is "Whatta you, nuts?"
2. A suave cat who has an accent like that of his namesake - Cary

Answer: Randolph Grant

Randolph makes regular appearances on the show and he's a cat that loves the limelight. As a consequence he is likely to try anything at least once... so long as it is exciting and gets him noticed.

Randolph is rich and a celebrity, runs a Charm School and Beauty Salon and is often seen hosting award shows.

(Footnote) The namesake in the question is Cary Grant, which was included as a clue.
3. A massive male bulldog but he's not the big red dog

Answer: Cliff Feltbottom

Cliff is mean, macho, the leader of the Greaser Dogs and the main antagonist in the show. He's the main enemy of CatDog, whom he constantly beats up. Fortunately for CatDog, Cliff is not very clever, described as having the "mental power of a packet of dog biscuits", which gives them the opportunity to outsmart him on a regular basis.

The clue in the question was a reference to "Clifford, the Big Red Dog", which Cliff is not. Whilst Cliff does have red hair and a red nose, his body is coloured in orange.

Answer: Lola Caricola

Tiny little Lola, with her Mexican accent is a lot more than she seems. Despite her size, she developed a love for zoology while wrangling bulls on her family's farm and she manages to fight off the Greaser Dogs on her own.

She becomes fascinated by CatDog when they first meet and wants to study them. This seems appealing to the CatDog until Lola starts invading their privacy, wanting to see how they use the bathroom and turning on a bright light while trying to observe them sleeping. CatDog relents and they come to a better arrangement after Lola saves them from the Greasers.
5. A loud white, female poodle

Answer: Shriek Dubois

Small in stature, she earned the name Shriek because of her loudness as a youngster. She is also a loyal member, and the only female, of the Greaser Dogs, but she has a huge crush on Dog... only Dog doesn't seem to notice.

Shriek comes from a rich family but it wasn't a happy life for her there, causing her to run away to become a Greaser. While she is tough, she will only pick on Cat (for obvious reasons), she can become very emotional.

Answer: Eddie the Squirrel

Eddie is a chatterbox who tends to get on people's nerves. He's desperate to be one of the Greaser gang, so much so that he tries to create sideburns by sticking bits of red paper to the side of his head. He hopes this would make him look a bit like Cliff (the leader of the Greaser Dogs) but it makes no difference, because his biggest obstacle is that he is not... a dog.

Answer: Mean Bob

Mean Bob, the movie star, plays Mean Bob the fictional super-hero in this series and Dog is an unabashed fan of his, collecting his toys and video games, and continually quoting Mean Bob's lines.

As an actor, Mean Bob has been in over one hundred films, playing the space-venturing super-hero... Mean Bob, and quoting his catch phrase "I'm Mean Bob and I'm mad." If you have a super-hero, then you will also need an arch-enemy and, in this case, it is Evil Eric. Eric annoys Bob so much because his range of toys are a lot more popular than Bob's.

Answer: Rancid Rabbit

Rancid Rabbit seems to be a creature of many talents. During the course of the series we will find him as, among others, a police officer, a life-guard, a prison guard, a school principal, business owner, mayor, doctor, TV host and, even, an Egyptian Pharaoh.

Rancid's main desire, though, is money and he will come up with numerous schemes to try and get CatDog to buy his products. He owns a shopping centre - the Mall of Malls, has a niece called Rancine and, as mentioned, a cousin named Rotten (smelly names abound in his family) and he loves to say "leaping lumbago".
9. Glamorous actress about whom Cat is crazy about

Answer: Tallulah Headbank

Tallulah's name is a parody of the famous 1930s Hollywood actress Tallulah Bankhead. Tallulah, the cat variety, makes regular appearances during the series, but maintains a snobby air about herself. Cat is so infatuated with her that he constantly gets himself involved in movies and musicals in the hope that he will impress Tallulah and win her heart.

The irony of all this is that Tallulah has a thing for Dog and gets a kick out of his goofy antics.
10. Slow moving bloodhound who is also a mechanic

Answer: "Lube" Catfield-McDog

Ignatius "Lube" Catfield McDog gets his nickname (short for lubricant) as a result of his occupation as a mechanic. He is the third member of the Greasers and, whilst he's their slowest, slurs his speech and sometimes forgets what he's about to say, he remains the most loyal of the group.

Lube is also the one likely to surprise. For example, in one episode we find out that he can speak fluent Spanish and, in another, he rolls up his trousers to reveal he has a wooden leg. He's also a talented musician, can play the piano and sings beautifully.
