Answer: Swearengen

Swearengen was angry when he thought that the group was having a strategy session without him. He later learned that Bullock was leaving Deadwood early to go campaigning out of town and was making plans on how to be reached in case of an emergency.

As George Hearst's private army of Pinkerton men grew in numbers, Swearengen reluctantly allowed Silas Adams to contact Hawkeye concerning the hiring of gunmen.
