Answer: Grace

Both characters can upgrade their carrying capacities, but both have different, independent approaches to this. Grace's inventory hearkens back to classic "Resident Evil" games wherein she uses dedicated single slots for all items and faces limitations resulting from that. She can increase her capacity four times (two slots per Hip Pouch) with three being found in the Care Center (and its basement) and one being found in the Lower ARK labs.

Leon's inventory is similar to the one he had in "Resident Evil 4" wherein he holds all of his gear and consumables in a Carrying Case, which you can upgrade in Raccoon City provided you pay for it.
2. Throughout the Rhodes Hill Chronic Care Facility, you can find twenty-two of which collectible, usable to upgrade your items?

Answer: Antique Coins

All around Rhodes Hill you can find these small items in both expected and unexpected spots, placing them into an inventory slot for safekeeping until you come across the Parlor, a room on the West Wing's first floor locked by a red stone that slots into the unicorn door.

The room is necessary to visit to collect the East Wing Keycard, but along one of the walls you'll also be able to locate four lockers, all of which will open with enough coins. You need three for a Hip Pouch, four each for Steroids and a Stabilizer, and six for the Blood Manual.
3. How many Mr. Raccoon Bobbleheads are found in the game?

Answer: Twenty-five

As has been the case in a handful of "Resident Evil" games, players can locate a number of quirky raccoon bobbleheads across the adventure, often in hidden niches or otherwise innocuous rooms, always indicated by a chattery bobbling sound if you keep your ears open.

There are twenty-five in total, and achievements and rewards are unlocked for destroying one of them or all of them, with the latter being rewarded significantly, both in Completion Points and the ability for Leon's weapons to upgrade further than initially capable.
4. In the room behind the Rhodes Hill Chronic Care Center's security office, Grace will find a body laying in front of two isolation cells. He holds what useful item?

Answer: Flashlight

In the Care Center, Grace will find this useful item in the room beyond the Security Office, right off the main hall. While speaking to a young, blind girl in a holding cell, the man dying on the floor will implore Grace not to let her be free. He'll succumb to his wounds and leave two helpful tools-- the Flashlight, for one, to replace a Lighter Grace had used to this point, and the West Wing Keycard, allowing her to start exploring the facilities in earnest to hunt for a way out.

Leon starts the adventure with a Flashlight as-is. Naturally, he was a bit more prepared for the situation.
5. Which of these is not a Blood Specimen you can collect in the Rhodes Hill Chronic Care Facility?

Answer: Blood Specimen (Congealed)

There are three of these unique items, all of which are scattered throughout the Care Facility's labs in the East Wing, and each of which can be slotted into the atomizer microscope in the Blood Lab for further testing. The denatured specimen (red) can be found next to the machine, the converged one (green) is in the locked closet in the Waiting Room, and the reversible sample (white) is in the archive closet next to the Blood Lab.

When used, Grace can analyze the specimens and use them to activate their atoms, getting a better understanding as to how to use the Blood Collector to craft items with scraps and infected blood. Combining these, you can make everything from health replenishment to ammo to permanent upgrades, and unlocking the Override Manual in the Parlor will increase blood capacity to make even more.
6. How many different ID Wristbands does Grace find in the Rhodes Hill Chronic Care Center?

Answer: Three

As Rhodes Hill is a secure (enough) facility with a fair bit of groundbreaking and sensitive work going on behind the scenes, some parts of the building are locked off to certain people with wristband access, and the people with those ID Wristbands are still in the building in some way, shape, or form.

The Level 1 Wristband is on a corpse in a West Wing hall, and grabbing it will bring forth your introduction to Chunk, a massive, malformed creature that makes its way around the West Wing corridors. The Level 2 Wristband is on a corpse on the operating table in one of the West Wing labs; you'll need two artificial organs to collect it. The Level 3 Wristband is in the Manager's Office in the Isolation Ward.
7. Grace needs to utilize Joint Plugs to affect the power in which location?

Answer: Care Center Basement

Descending into the basement facilities underneath the Rhodes Hill Chronic Care Center, Grace will locate Emily in one of the holding cells there and realize that she needs to power up the room with electricity to get her out. The problem is that the power unit here requires three Joint Plugs, all of which are scattered throughout the basement, and while she can remove them from their existing units, it will cut power in those areas, making this a bit of a puzzle to overcome.

The Joint Plugs are found in Processing, the Inspection Room, and the Holding Cells. Once all three are placed, she can make a mad dash out with Emily and, hopefully, escape to the surface again.
8. The Tactical Tracker, found by Leon in East Raccoon City, logs which of these?

Answer: Kills

When Leon finds his way to the BSAA tent and central camp in East Raccoon City he'll come across the useful Tactical Tracker, a device designed to rack up credits for kills performed on foes throughout the rest of his component of the campaign. In addition to collecting other items that provide bulk amounts of credits, he'll be able to check in at Supply Boxes to tally his amount and spend them on gear, upgrades, and ammunition that will help him withstand the stronger and stronger enemies going forward.
9. Which of these components is the odd one out?

Answer: Wire Cutters

When Leon defeats the Titan Spinner and emerges into the streets of East Raccoon City that contain the BSAA Central Camp, he'll find a setup along the city's perimeter wall that implies someone was planning on breaking in, much like he is. It's revealed that the BSAA is to blame, having sent out to receive components for a Detonator that have, since, been delivered via airdrops to three nearby rooftops. With all of those forces dead, it falls to Leon to accumulate and fix them, combining the Distributor, Signal Receiver (which needs a Repair Kit), and Relay to be able to set the explosives off.

The Wire Cutters do exist in the game, but they're found in Wrenwood Hotel on the second floor pool table. They don't combine with the others.
10. In order to ensure that his melee attacks are capable and harmful, Leon must use which of these on occasion?

Answer: Whetstone

While Grace will use Makeshift Knives and Hunting Knives, if she finds them, to lash out at enemies with a melee attack, Leon has a Hatchet from early on, using that to swipe out at foes or deliver destructive, crushing blows that leave enemies headless in his wake.

The catch is that over time, the Hatchet can lose its edge (and this is particularly problematic when he parries a chainsaw, for example). To keep using the Hatchet, Leon needs to use a Whetstone on it, sharpening it at the cost of a bit of (effectively) a reload time.

He can also, when he reaches a Supply Box, upgrade his Hatchets as he sees fit.
