Only the attack boost happens; the user does not lose health. Oddly enough, the game will show the text "But it [the attack] failed!" although the user's attack stat will still be increased. Otherwise, you can buy Potions, Antidotes, and Pokéballs here, as well as obtaining a Map Card for your Pokénav. Otherwise, you most likely won't frequent this town.
