Hoover was in office when it began, but in 1933, FDR became president.

People who lost their homes and livelihoods due to the Great Depression, sadly lived in shacks or cardboard boxes called Hoovervilles. Many felt that Hoover did nothing to help those effected by the Depression and so sarcastically, they named their make-shift houses after him.
