Answer: Josh

The episode opened with Josh and Sam constructing a fire in the Mural Room as the White House central heating had shut down. Donna warned that they should get permission before starting a fire in the West Wing.
2. "Mr. President, you know how you told me not to wake you up unless the building was on fire?"

Answer: Charlie

Charlie was concerned that if the smoke alarms went off then he would have to wake the President up. Josh reassured him that it wouldn't come to that and at that exact moment the smoke alarms went off and Charlie had to wake up an annoyed President.

The President was very concerned that the syrup being served at the bipartisan breakfast was from Vermont not from New Hampshire. He said the Republicans could call the patient's bill of rights, the Monroe Doctrine as long as syrup from New Hampshire was served at breakfast.

However, Toby was more concerned that the patient's bill of rights and minimum wage were not being discussed. He explained to Leo "We have the principles in a room and no cameras. The...leaders of the land. And not to talk about how we're gonna approach the minimum wage, the Patient's Bill of Rights, Tax relief, and education in the legislative session that's about to begin is a criminally negligent and cowardly refusal to do... what we were all sent her to do."

While talking last night to Karen Cahill, she accidentally dropped her underwear. She feels that there's a chance Karen Cahill may have misinterpreted that and Donna asked me to ask you if you would call Karen Cahill and make it clear she wasn't making a sexual advance." The President was very confused.

If I go and tell him it's time to run again he's going to get crazy... and frustrated.
