In THIS episode, cops gun down Sasha while trying to apprehend a crook, poor JD's insurance hadn't kicked in yet.. the other tragedies occurred in different episodes.

Ted mentions it to Carla, and mentions he would use the money to get separate beds for he and his mom. Carla then mentions he could use the rest of the money on therapy.

So JD, Carla, Turk, and Elliot were all actually working under false information and thus couldn't be held responsible. Dr. Kelso then turns his anger to Dr. Flannery, the radiologist who missed the embolism.

While all of these would have been possible results for the end of the episode, in the end we see the gang haunted by his memory, which makes them want to prevent it from happening again. Thanks in part to Dr. Cox reminding them of the family thats left behind by Mr. Foster's death
