Jynx is a Ice/Psychic type. Despite claims of it resembling the racist blackface acts, it is a actually based on Yuki-onna, Japanese elfin creatures who can control the snow and ice.

Answer: Mr. Mime

Mr. Mime was a pure psychic type until Generation VI introduced the fairy type. Despite its name, Mr. Mime can be female and Saffron City Gym Leader Sabrina uses a female one in "Fire Red" and "Leaf Green".
