Answer: Samuel Rogers

As the mayor of Freeburg, Rogers is naturally Boyd's boss. Pleasing Rogers is vital to avoiding various punishments, such as a reduction in Jack's salary or a cut in funding of the police department.
2. Early in the game, a mafia war will break out- Christopher Sands' men go head to head with Vicus Vargas' gang. Jack must decide which side to support. Choosing to back Sands is easy enough, as his forces are overall superior to Vargas. Helping Vargas win, however, is quite challenging. Which of the following is one thing Jack must make sure to do to ensure Vargas eventually defeats Sands?

Answer: Let Sands periodically take the lead in the war

Once the war begins, at the end of every day, a score is kept- for every individual conflict Jack helps one side defeat the other in, they get one point. If one side asks Jack for help and he does not respond, the other side gets one point. The first side to reach 30 points wins.

This condition for Vargas to win seems strange, but the idea is to prevent Sands from realizing that Jack is working against him by letting him outperform Vargas periodically. Therefore, Sands cannot end more than three consecutive days without being in the lead at least once. Failure to adhere to this will create a cutscene depicting Sands himself assassinating Jack Boyd, resulting in a game over. The player must figure out how to get Vargas' side to 30 points first, while balancing the need to give Sands the lead at least once every three days.

The reasoning is that, while in his coma, civilians of Freeburg began to enact violence against police officers as they did their jobs for some unknown reason.

These consistent showings of violence have set the police force on edge, and none them will agree to head out unless Jack sends a partner with them. This does quite the number in stretching the force thin.

Answer: No

Taking this trade is a horrible idea that will result in the death of dozens of police officers via car accident over the course of a couple weeks. It also does nothing to actually benefit the police. Definitely steer clear of this trade.

Answer: Eugene Chafee

Chafee, also known colloquially as "Robespierre", seeks to overthrow Rogers by any means necessary. He eventually, if supported by Jack, will lead an assault on City Hall in order to get Rogers killed.

Answer: Career security

Jack wants to be the one to decide when to relinquish his role; he doesn't want Rogers to force him to retire, nor does he want Chafee to install his own choice for the job.

Answer: No

Jack is ultimately forced into retirement by whoever ends up winning the mayoral election. If Chafee wins, he twists the knife by promising Jack "enough money to last your whole life", mails him an envelope with a single dollar bill in it, then has Jack's membership to his favorite country club relinquished. No good deed goes unpunished...
