Answer: God
Job 1:6-12 says that the angels went to God. Satan came with them and God asked Satan, "Where have you come from?". Satan replied, "From roaming through the earth and going back and forth in it.". It was after this that God brought up Job and Satan said that, if Job went through some trials, he would curse God. This was thus the beginning of Job's first test.

Answer: He does not give Job a reason
God does not answer Job, other than to say, in effect, "Who are you to question me?"
From Quiz: Job
Answer: Job must intercede with God for his friends.
God decrees that the virtuous Job should pray for his three friends because they sinned when they lectured him on the errors of his ways, thinking they knew God's purpose (KJV, Job 42:8). Job, of course, had absolute faith that he had no clue about God's purpose.
From Quiz: Getting the Biblical Job!
Answer: Pray for them
"After the Lord had said these things to Job, he said to Eliphaz the Temanite, "I am angry with you and your two friends, because you have not spoken of me what is right, as my servant Job has. So now take seven bulls and seven rams and go to my servant Job and sacrifice a burnt offering for yourselves. My servant Job will pray for you, and I will accept his prayer and not deal with you according to your folly. You have not spoken of me what is right, as my servant Job has." So Eliphaz the Temanite, Bildad the Shuhite and Zophar the Naamathite did what the Lord told them; and the Lord accepted Job's prayer.
After Job had prayed for his friends, the Lord made him prosperous again and gave him twice as much as he had before." Job 42:7-10

Answer: Burnt offering
He did this thinking "Perhaps my children have sinned and cursed God in their hearts." (Job 1:5). Job always did this and had them purified just in case they might have sinned against God.
