God specifically calls out the Ammonites for celebrating the desecration of the temple in Jerusalem and the exile of the Israelites (verse 3). God also dislikes the fact that the Ammonites have rejoiced with malice against the land of Israel (verse 6). God promises to utterly destroy the Ammonites.

The Ammonite kingdom was located north of Moab, in the present-day Kingdom of Jordan. Its capital was Rabbath Ammon. They existed from the 13th to 2nd century BCE. In the Sixth Century BCE, they were a major enemy of Judah. The Ammonites were vanquished by Judas Maccabeus in the Second Century BCE.
2. In verse 8 of Ezekiel 25 (NIV), God specifically threatens what nation?

Answer: Moab

God is displeased with the Moabites for ridiculing the people of Israel (Verse 8).
He promises to give Moab to the "people of the East."

Most of the Ezekiel 25:17 quote in "Pulp Fiction" (1994) has nothing to do with the actual book of Ezekiel. The last two lines, however, "And you will know my name is the Lord When I lay my vengeance upon thee" do seem heavily inspired by Ezekiel 25, as the book is entirely about God laying vengeance on the enemies of Israel and does contain the phrase "know I am the lord" and statements about wrath and vengeance.

There is a reference to the "path of the righteous" in Proverbs 4. Most of the rest comes from the imagination of Quentin Tarantino.
