This particular expression is called an adynaton, a figure of speech where an expression is so exaggerated that it creates an impossibility.

This idiom is also an example of an adynaton. No one can really eat a horse, yet most of us can identify with the feeling of being very hungry. 'Hungry as a bear' is another animal expression describing the same thing.
