The thin film of water we call dew forms on objects close to the ground, such as grass, most likely in the evening. The surfaces cool down during the evening, and when they do, the thin layer of air surrounding them cools too; the water vapor forms condensation on the objects' surfaces. This water vapor comes from the atmosphere but might also rise up from the soil itself.

Condensation begins at the dew point, that is to say, the dew point is the temperature at which the water vapor process of condensation begins. Dew does indeed also form on turf as well as grass, but besides which there is no skidding car scene like that in that film. Dew is not a definitive indication of it having rained, besides which NASCAR events can take place in the rain if it's light enough.

Answer: Late winter/early spring is prime dew season

Dew season is actually in late summer and early autumn. At this time the air is usually cool enough to fall below the dew point but not so cool that frost is created. Autumn nights also tend to be calmer and cleaner, both agreeable conditions to dew formation. For dew to form the air does not actually have to be exceptionally humid or warm contrary to what one would assume.

The dew point is a better measure than humidity of water vapor in the air.
