Quiz Answer Key and Fun Facts
1. When a state desires a presidential declaration of disaster, who has to make the request?

Answer: The Governor of that State

The Stafford Act requires that "All requests for a declaration by the President that a major disaster exists shall be made by the Governor [Chief Executive] of that state."
2. U.S. states also includes District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa and what other U.S. territory?

Answer: Northern Mariana Islands

The Marshall Islands and Micronesia are also eligible to request a declaration and receive assistance.
3. When a state requests a Presidential declaration, through what office is it made?

Answer: The regional FEMA office

The regional Federal Emergency Management Agency is the office through which the declaration is requested. Contrary to popular belief, it does not go through the President first.
4. After the request is made, various officials conduct a PDA (preliminary damage assessment) to estimate the extent of the disaster and its impact on individuals and public facilities. From what offices do these officials come?

Answer: Federal and State

Both Federal and State officials work together to determine the extent of the damage. This begins the partnership of the Federal and State governments through the recovery process.
5. When is the PDA (preliminary damage assessment) generally completed?

Answer: Prior to the submission of the Governor's request

The PDA is usually completed prior to the submission of the Governor's request. However, in the event of an obviously severe or catastrophic event occurs, the Governor's request may be submitted prior to the PDA. No matter what the case, the Governor must still make the request.
6. As part of the request, the Governor must note what?

Answer: That the state's Emergency Plan has been implemented

A Presidential declaration is done on a case by case basis. Depending on the nature of the disaster, there are criteria that must be met.
7. The events of September 11, 2001 were declared a federal disaster by the President.

Answer: True

Not all federally declared disasters are natural. Other "non-natural" disasters include the Columbia disaster, terrorist attacks, and the Oklahoma City bombing. Virus threats can also become federally declared emergencies.
8. Of the three federal assistance programs available in a disaster, which one is NOT included?

Answer: Elected Official Assistance

Individual Assistance is aid to individuals, families and business owners. Public Assistance is aid to public (and certain private non-profit) entities for certain emergency services and the repair of replacement of disaster-damaged public facilities. Hazard Mitigation Assistance is funding for measures designed to reduce future losses to public and private property.
9. All declarations provide all three types of assistance automatically.

Answer: False

Some declarations will provide only individual assistance or only public assistance. Hazard mitigation opportunities are assessed in most situations.
10. How many regional offices does FEMA have?

Answer: 10

The 10 FEMA Regional Offices include: Region 1 - CT, ME, MA, NH, RI, VT; Region 2 - NJ, NY, PR (Puerto Rico), VI (Virgin Islands); Region 3 - DE, DC, MD, PA, VA, WV; Region 4 - AL, FL, GA, KY, MS, NC, SC, TN; Region 5 - IL, IN, MI, MN, OH, WI; Region 6 - AK, LA, NM, OK, TX; Region 7 - IA, KS, MO, NE; Region 8 - CO, MT, ND, SD, UT, WY; Region 9 - AS (American Samoa), AZ, CA, GU (Guam), HI, NV, MP (North Mariana Islands), Federated States of Micronesia, MH (Marshall Islands); Region 10 - AK, ID, OR, WA
