Adele's kit is loaded with the perfect stats and Abilities to fit Support perfectly. She is very tanky, has numerous ways, ranged and close quarters, to disrupt enemies, and has numerous ways to protect her allied Carry.
Argus is not tanky, but he wields lots of ranged disruption and armor shred that makes getting close to his allied Carry an arduous task for anyone.
Like Argus but with more of a focus on utility than outright damage output, Dekker boasts lots of ranged disruption. Her Containment Fence is amazing in both laning phase and team fights, where she can briefly remove enemies from an encounter entirely to keep others safe from them, or to help others start beating them into submission while they've been trapped.
Lt. Belica also wields lots of ranged crowd control. Her kit is at its best during laning phase, where she can help an allied Carry quickly dial up a lot of offensive pressure in a hurry. Belica is slightly better at setting up a Carry for a kill than she is at protecting them outright, but her Neural Disruptor is a speedy silence, so it can hard counter enemy Ultimates in a pinch to protect the Carry.
Maco is a healer and somewhat of an initiator. He has a fair bit of crowd control and can move fast, so he is adept at keeping a Carry safe and setting them up to do some damage.
Mourn is an excellent healer and can be quite tanky as well. Mourn is a bit better at protecting a Carry than he is at setting them up, but his unique Ultimate in Eclipse could theoretically set someone up from anywhere on the entire map.
Muriel is literally known as the "Guardian Angel of Predecessor" in case you were wondering where Omeda's minds were at. She fills the role almost to a fault, as she is amazing at protecting an allied Carry and can even do a passable job trying to help them kill someone. However, Muriel's damage output is so bad that trying to play her anywhere else would be pure comedy.
Narbash, like Muriel, would be seen as a plastic doll anywhere but Support. Here, however, he is a fantastic choice mostly to protect a Carry, but potentially to set them up for a kill as well.
Phase has poor stats in all regards, but her unique kit makes her a standout choice for the Support role. Uniquely, she can forcibly reposition an ally by pulling them towards her, which would be great for if said ally is in a bad position and has expended all of their mobility options. Notably, Phase is the only Support lacking in hard crowd control, so she is not the greatest choice to set someone up for a kill.
Riktor is the absolute king of setting allies up for a kill, as his world famous Riplash, a skill shot to be fair, can forcibly pull an enemy at a distance right to his position, where Riktor can potentially then hold them still for several moments, giving an ally a golden opportunity to strike. Riktor is pretty good at protecting allies too, as Riplash could just as easily be used to pull an enemy off of his allied Carry to give the Carry some breathing room.
Steel is the single tankiest character in the entire game. He's also a very big body, so he can step in front of an ally and 'body block' for them in order to take hits that they would not be able to. Steel's kit is filled to the brim with crowd control, so he can do a great job setting allies up for kills too. Finally, his Force Shield is arguably his most unique function, as Steel can place this down to block (most) enemy projectiles, which does include some Ultimate Abilities. This can be life saving both in laning phase and in team fights. With good enough positioning, Force Shield can basically completely neutralize an enemy deadly threat for several moments or possibly even more.
Zinx offers healing and disruption capabilities, while also being ranged. She is fragile herself, so she isn't body blocking for anybody (at least, not for very long...) but her heals are very bursty, so she can be a vital partner to have for a low health ally. She has some crowd control that can easily set up a kill, too.
In general, a Support character must have at least some means of crowd control. Crowd control is important because it's the main method Supports have to both protect allies and try to facilitate them landing kills. As such, any character lacking crowd control in some way is basically not recommended for Support by default.
Countess, Feng Mao, Kallari, Greystone, Shinbi, The Fey and Yurei simply have no crowd control whatsoever. As such, they are automatically ill-equipped to try the Support role.
Akeron, Bayle, Howitzer, Khaimera, Iggy & Scorch, Neon, Wukong and Zarus do actually have some crowd control in their kits. However, the crowd control is incredibly minor and is much more self efficate than it is intended to help an ally out in some way. For example, Bayle's crowd control comes from his Cursed Edge skill, but the very brief Stuns it offers are moreso meant to help Bayle himself do more damage. As such, they make for poor Support options.
Crunch and Grux actually have significant amounts of crowd control. On paper, one may assume they should be recommended for Support, especially as they are tanky and could body block for a Carry to help protect them. However, both have major problems as a Support that stops Omeda from recommending them for the role.
Crunch is simply useless entirely until level 6, when he can really start dialing up the CC. Other big, hulking characters such as Riktor and Steel are useful right from level 1. There is just no reason to choose Crunch even though he could potentially work at level 6, because there are multiple readily available alternatives which start operating effectively right from the get go.
Grux has lots of CC and can get it working immediately. However, similarly to Crunch, Grux is realistically outclassed as a Support by other big tanks with CC like Steel and Riktor. Grux is just not as tanky as they are nor as big as they are, diminishing his use as a body blocker. As well, any time Grux hits something, he applies a Bleed. This is actually bad for a Support, as the Bleed can inadvertently cause Grux to 'steal kills' or 'steal farm' from his Carry, which is obviously not want a Support wants to do.
