Answer: Yugoslavia

The contest was held in the Vatroslav Lisinski Concert Hall in Zagreb, Yugoslavia. The hall, named after the composer of the first Croatian opera, took twelve years from groundbreaking to completion due to financial difficulties and flooding.
2. Which country won the 1990 Eurovision Song Contest?

Answer: Italy

Italy won with their entry "Insieme: 1992" ("Together: 1992"). Sung by Toto Cutugno, who also wrote the song, it was about the creation of the European Union (which superceded the European Economic Community).

Emma Louise Booth barely met the qualifications to take part, as she was still fifteen on the day of the competition (but turned sixteen within that year). The song was about taking care of the environment.
