Walsingham reminded Queen Elizabeth of Mary Stuart's past, her various marriages and numerous plots against her person among other things. Elizabeth ordered her cousin would remain at Chartley despite Walsingham's warning.

Answer: Gilbert Gifford

Gilbert Gifford, unknown to Mary Stuart or her friends, was in the employ of Sir Francis Walsingham. He reported to Walsingham everything that Mary Stuart said or did.

She did spend some time at Tutbury and her main home was Chartley under the watchful eye of Sir Amyas Paulet. He wasn't taking any guff from her no matter what.
