Adele is a straightforward Tank, and one with solid mobility and acceptable damage output. With a strong degree of self efficacy, Adele makes for a solid Offlaner.
Akeron is tanky, has mobility in spades, and can also get to be quite strong come the late game. He fits the Offlane quite well.
Aurora is an absolute escape artist, so even though she isn't the single tankiest character ever, she can take care of herself quite well. She isn't by any means glassy either, so she can survive the Offlane, productively at that.
Bayle is as generic of a fighter swordsman as they come, and he has the mobility to operate in lane as well.
Countess is one of, if not the single most fragile Offlaners in the game. However, she makes up for this with blindingly fast movement speed, plenty of self-heal, and very, very strong damage output to overwhelm enemies with.
Crunch is a classic brawler type Offlaner, who has exactly the stats and moves needed to succeed. He is quite tanky and outputs plenty of True damage. In this sense, he's basically like a brawler version of Adele with a bit more mobility.
Feng Mao is an all-time classic, as he can abuse superior mobility better than almost anyone. He can run down opponents with ruthless efficiency, and he can escape a bad situation nearly as easily. If that isn't enough, his Safeguard spellshield can still potentially save him from an overbearing enemy.
Greystone, like Bayle, is an incredibly generic fighter type. With his Assault The Gates Ability, he has the requisite mobility needed to operate in conjunction with his immensely strong survivability.
Grux boasts the single highest Physical Armor out of any hero in the game, making him play excellently against physically inclined enemies such as Greystone or Bayle. That said, his equally poor Magic Armor prevents him from being overpowered in lane, and makes the likes of Aurora, Shinbi and other Magical Offlaners out to be his worst nemeses.
Kwang is a unique swordsman, in that he is both Ability focused and deals Magical damage. He uniquely possesses a Tether in his kit which can be used offensively or defensively in conjunction with his dash.
Serath is one of the more fragile Offlaners. Much like Countess however, Serath can move and quite quickly if need be. Boasting the single strongest Basic Attack in the entire game, Serath possesses close quarters capability that suits the Offlane.
Sevarog is one of the most classic, renowned Offlaners in the franchise. He is well known for his gimmick of being incredibly weak early, but unbearably strong late and end game if played effectively. The Offlane is a perfect host to this type of dynamic, as Sevarog certainly has the tankiness and general survivability to hold the lane down.
Shinbi is unique in that she essentially exists in between the realm of being an assassin or a brawler type. She is basically the Magical version of Feng Mao in this sense. Both playstyles suit the Offlane, seeing as how Shinbi has a strong dash for mobility and another Ability which gives her a shield.
Steel is the single tankiest Offlaner in the game, which immediately makes his claim to the role clear and easy to see. No matter who his opponent may be, they will find killing him to be an immense task. It isn't just Steel's tankiness though, as his kit provides him with a dash and a giant shield to deal with projectiles.
Terra exists in a world between being a tank and a fighter. She is immensely tanky and can output strong damage on top of that. Possessing a dash which can also bulk her up more briefly, Terra fits Offlane like a mitten.
Finally, Zarus is another generic fighter type, posing as a gladiator. He also wields a dash and even has some close ranged crowd control to aid his dueling potential. As such, he fits the Offlane in the most straightforward way.
Generally, to be recommended as an Offlaner requires the character to have strong means of self efficacy. This is usually being tanky enough to handle at least a few hits, having some mobility of some kind, and at least being capable of eventually dealing some degree of damage.
Ranged characters, by design, do not possess the self efficacy to comfortably survive in the Offlane. They are either fragile, do not have any means of escaping a bad situation, can't deal any sort of worthwhile damage, or all of the above.
Argus, Drongo, Eden, Gadget, Howitzker, Kira, Neon, Skylar, Sparrow and The Fey are all ranged characters. None of them are at all tanky, and few of them even have a way to escape a bad situation with, say, a dash or a leap. The Fey, for example, is completely screwed if she gets ambushed by an enemy jungler or something to that effect, as none of her Abilities give her a great way to escape a bad situation. If playing against an enemy Jungler who is wary of the situation, they will make sure to jump on an "Offlaner" who cannot escape them easily, if at all.
Dekker, Maco, Muriel, Narbash and Zinx are Support characters. They are not designed to succeed in one-on-one scenarios. While Maco has plenty of mobility and could competently waste an enemy Offlaner's time, he would be severely strapped by his lack of damage output, and himself would never be able to accomplish anything on offense other than maybe annoying the opponent.
Kallari, Mourn, Wukong and Yurei might seem, at first glance, to check off the boxes needed to be Offlaners. Kallari, however, is simply far too fragile and lacks the dash or leap needed to proficiently escape. Plus, her and Yurei's kits are clearly leaning on being assassins, so they need to catch their target off guard and that is simply impossible to do if they are being used in any lane at all. Mourn is tanky and admittedly can do solid damage. However, he is an absolute sitting duck who has basically zero means to escape, so if he gets ambushed in a bad spot, he's basically done for. Other tanky Offlaners like Steel do not suffer this problem.
Wukong is a melee hero with loads and loads of mobility. One may ask why he isn't recommended for the Offlane, and the answer is that he is in a similar state to Kallari and Yurei, where his kit was clearly intended to invade lanes, not hold them down. Wukong cannot make the most out of his otherworldly mobility if he is being confined to defending one lane for most of the game. As such, he has unsurprisingly not been recommended for the Offlane.
