A "burn notice" is an official declaration by an intelligence agency that states that a certain individual is unreliable. There can be many reasons for issuing such a statement and they can be applied to groups as well as individuals. The American television show "Burn Notice", which premiered in 2007, is about an ex-spy who received one of these notices.
