Serbia, with the support of Russia, was trying to establish a united Slav state in the Balkans. The creation of Albania prevented Serbia expanding to the Adriatic.

Answer: The Ottoman Empire

For example, the British troops taken prisoner at the Siege of Kut (in Mesopotamia) were marched 680 miles to Anatolia though many of them were emaciated from the long siege. The Turks also publicly caned some of the British prisoners in Baghdad to entertain the local population.
