Answer: Qui-Gon Jinn

This is after Obi-Wan and Qui-Gon left the hidden Gungan city with Jar Jar Binks. They were traveling underwater through the planet's core to reach Naboo, which was under attack by the droid army of the Trade Federation. A huge fish had the ship, carrying the Jedi, in its mouth, when a bigger fish bit it, releasing their underwater craft.
2. Who else sat on the Jedi Council that belonged to the same species as Yoda?

Answer: Yaddle

I looked on www.StarWars.com and the species for both Yoda and Yaddle is unknown. This is not an "expanded universe" quiz, so there is not much information about Yaddle throughout any of the movies. However, Yoda is not the only representative of his species on the council.
3. R2-D2 receives a commendation in this film.

Answer: True

R2-D2 is the droid who fixes the hyper drive on the ship containing Queen Amidala of Naboo, as well as Obi-Wan Kenobi and Qui-Gon Jinn. They are able to avoid being blasted out of the air by the ships from the blockade by the Trade Federation. Queen Amidala gives R2 (the silent hero of all of these films) a commendation and orders that he be cleaned up.
4. How did Jabba the Hutt signify the beginning of the pod races?

Answer: He spits his food into the bell.

Jabba the Hutt is the leader of The Hutts, who ran Mos Eisley, a spaceport on Tattoine where you could find several bounty hunters and villains that did not want to be found. The Trade Federation did not have much influence there. Jabba, with a female Hutt, was present at the races and Jabba bites the head off of his meal and spits it into the bell.

Interestingly enough, even in "A New Hope" after the Empire had dissolved the Imperial Senate, the Empire did not have much influence there either.
5. Which is NOT true of the young Anakin Skywalker?

Answer: He was related by blood to Beru.

Anakin's mother, Shmi Skywalker tells Qui-Gon Jinn that she carried Anakin and gave birth to him without a father. After taking a blood test, Qui-Gon finds out that his "midi-chlorians" count is off the scales and beyond what Yoda can boast. Midi-chlorians are microorganisms that live in all living cells and form a symbiotic relationship with their host. Jedi's have a high count and are able to fine-tune their use of the force as a result. Also, Anakin is the only human being that has had ever had the reflexes to handle pod racing.
However, Beru is Owens's girlfriend and neither of them is introduced until the second movie when Watto sells Shmi (Anakin's mom) to Lars. Therefore, there is no blood relation between Beru and Anakin. In "Episode IV", Beru and Owen play "uncle" and "aunt" to Anakin Skywalker's (now Darth Vader) hidden son, Luke. Storm troopers come to the planet, looking for droids, and end up killing them.

Answer: Sebulba

Sebulba is a "Dug" and had been the pod-racing champion until Anakin unseated him. The name of the race was called the Boonta Eve Classic. Sebulba did not fight fair but got his just desserts in the end.
7. Is there a hint of jealousy at all by Obi-Wan when Qui-Gon states that he wants to train Anakin and that Obi-Wan is ready for the trials and that there is little more that he can learn from him?

Answer: Yes

Obi-Wan was very levelheaded even for a Jedi most of the time. However, he is human and when Qui-Gon began to focus all his attention on Anakin, a hint of jealousy appeared here and there. One question he asked Qui-Gon after returning with Anakin was "Why do I get the feeling that we picked up another pathetic life form." (The first one was Jar-Jar Binks).
Later, when the council is stating that Anakin is too old to begin the training and that it is impossible for Qui-Gon to have two apprentices, Obi-Wan speaks out again. He later apologizes for this.
8. How did the Gungans and the people of Naboo end up stopping the Federation's droid army?

Answer: Anakin knocked out the droid control ship.

Qui-Gon had told Anakin to stay where he was, which was in the cockpit of a ship. Anakin used it to blow away three of the destroyer droids. Then his ship was on automatic pilot and ended up in the main droid control ship. I would love to credit R2-D2 as he is usually the unheralded hero, but he was with Anakin, and deserves an assist.
9. What is the name of the Gungan that held up a ball at the end of the movie as he was being honored along with Anakin and Padme at the medal ceremony?

Answer: Boss Nass

Boss Nass was the leader of the Gungans and decided to help the Naboo when Queen Amidala (Padme) told the Gungans that they NEED their help and came in peace. This made him feel good and he lets the Gungans create a distraction while the Jedi, the Queen, and her troops attempt to capture the Viceroy.
This ceremony seemed very similar to the one in which Luke Skywalker, Han Solo, and Chewbacca were honored in from "A New Hope".
10. Who is the "Phantom Menace"?

Answer: Senator Palpatine

There are several "menaces", but the "Phantom Menace" is Senator Palpatine who becomes the Emperor and is currently known as "Darth Sidious". In this film, he is training an apprentice named Darth Maul who kills Qui-Gon Jinn and is killed by Obi-Wan Kenobi. Mace Windu and Yoda are discussing this later and acknowledged that the Dark Lord of the Sith always has an apprentice and a master. Mace posed the question as to which one was killed as the camera pans in on Palpatine.
