Answer: Nevada County

Roop County was split in 1864-65 between Lassen County, California, and Washoe County, Nevada. Ormsby County was consolidated into Carson City in 1969. Bullfrog County was created in 1987 as a ruse to channel federal money for the Yucca Mountain nuclear waste dump into state coffers; it was abolished in 1989.
