Dying billionaire Ariston Xenopolos wants Scorpia to steal the Elgin marbles, stolen from the Parthenon 200 years ago, and return them to Greece. One of Scorpia's operatives, Razim, comes up with the idea of blackmailing the British government into returning the marbles.

Razim's plan is to manipulate MI6 into sending Alex on a certain mission, then to manipulate Alex's actions once he arrives so he falls into their hands. They intend to frame him - and the British government - for an assassination, thus giving them leverage over the government and allowing them to force Britain to return the Elgin marbles.
